ABU DHABI – The Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP) of the United Arab Emirates has declared that three groups are free from fines for renewing their Emirates ID cards after the deadline.
All citizens and residents of the United Arab Emirates are required to possess a valid Emirates ID card. They also need to renew their cards within 30 days of the expiration date. Failure to do so would result in a fine of 20 Dirham each day, up to a maximum of 1,000 Dirhams.
The ICP declared on social media that the following individuals—who fit into one of the three categories—will not be subject to late renewal fines: UAE nationals and expats, including those who are Pakistani and Indian.
1: A person whose card's validity expired after the date of departure and who left the UAE and spent more than three months abroad.
2: A person whose passport has been seized due to pending cases, or whose identity card has expired after they were deported due to a court order, administrative decision, or judicial ruling, as long as this is documented with a letter or receipt from the relevant authorities who suspended their pending cases or deported them.
3: An individual who has not been issued an identity card for the period before gaining the nationality of the UAE and before receiving the family book.

The following actions must be taken if the client fits into one of the categories free from having to pay late fees:
using the smart service system to apply for the service
Enclosing the necessary paperwork to obtain the service and pursuing the application
obtaining the application's outcome—approval or rejection—and subsequently submitting the ID card application.
